Sieve is a plug in for Dovecot

Installing Sieve using RPMs

yum install dovecot-sieve.i386

Installing Sieve from Source

wget http://www.dovecot.org/releases/sieve/dovecot-sieve-1.1.6.tar.gz
tar -xzf dovecot-sieve-1.1.6.tar.gz
cd dovecot-sieve-1.1.6
./configure --with-dovecot=../dovecot-1.1.8
make
make install
